Caldwell County VINELink Coverage
NC SAVAN, also called VINELink, is North Carolina's custody and supervision notification service. It supports a named-person search through participating records and can display the person's current custody status or location. The official state material describes the service as free and anonymous. A person is not told that someone searched for the record or registered for notice.
The service has two related functions. First, it gives a current status lead. Second, it sends notice when the reporting agency records a qualifying change. Neither function creates a certified Caldwell County release record. A county notice should lead to the Caldwell County Sheriff's commitment and release report. A state-prison notice should lead to the North Carolina Department of Adult Correction offender detail.

A person listed at Caldwell County Detention Center is still reported in county custody at that point in time. Someone listed in NCDAC belongs to the state system, even if the location is Caldwell Correctional Center. - For an automated phone notice, create the prompted PIN and keep it available.
- Use the PIN to confirm receipt when the automated call instructs you to do so.
- After any notice, check the record created by the jail, NCDAC, or other custodian.
The PIN confirms receipt of a phone alert. It does not confirm identity, release authority, or a court outcome. Text and email messages also remain notifications rather than certified records. Caldwell VINELink Phone PIN
The automated phone PIN has one narrow purpose: it acknowledges that the registered recipient received a call. Keep the PIN where it can be reached when the alert arrives. If a call repeats, follow the current voice prompts rather than assuming that answering the phone alone completed confirmation. The PIN is chosen during registration on the selected person's record, so a separate enrollment may be needed for another person.
Phone registration is useful when email or text access is not reliable. The web and app routes remain available for checking the displayed status. None of those channels should receive more personal information than the live registration form requires. Search first, resolve the correct match, and only then enter notification contact details.
An unexpected call should be checked against the official NC SAVAN number and the saved registration. Do not provide case facts or assume the message states the whole custody history. Record the alert time and stated change, then contact the source agency. Caldwell Release Versus Custody
The sheriff's Daily In Custody PDF is a present-custody check. A positive row means the person was listed when the report was generated. A missing row does not say whether release, transfer, a court movement, a spelling change, or a data correction caused the absence. VINELink may add an explicit status, but the commitment and release report remains the county record to request.
For state custody, NCDAC separates a future Projected Release Date from a historical Actual Release Date. An actual date plus an active post-release or parole status means the prison portion ended while supervision remains. Inactive status may show that no NCDAC incarceration or supervision is currently active, but it says nothing by itself about a county-only jail stay.

VINELink Limits in Caldwell County
VINELink is not the right endpoint for every case. NCDAC says its offender database does not hold county-only jail information. BOP covers federal prisoners from its own system. ICE ODLS uses exact-match information and includes current detainees plus people released from ICE custody within its documented recent window. The U.S. Marshals Service has no public released-person locator comparable to BOP.
The NC SBI registry is also separate. It can show registration information and the latest available photograph for a qualifying registrant. It is not a general custody locator, and it does not prove when or why Caldwell County released anyone. Registry alerts are not VINELink custody alerts.
A court disposition supplies another layer. North Carolina eCourts can show a dismissal, judgment, sentence, and later public events. Those facts may explain why release was expected, but the custodian records the physical exit. Official local copies come through the Caldwell County Courthouse. If several cases or holds exist, review all of them before drawing a conclusion.
Identity errors are another limit. Names can repeat, spellings can vary, and a record may use an identifier that is not familiar to the searcher.
